Richard B. Phillipps, 86 of Oshkosh, died at his home on Thursday December 8, 2005. He was born in Oshkosh on November 2, 1919 the son of Anton and Sarah Putman Phillipps. On September 13, 1947 he married Victoria Voss in Oshkosh. She preceded him in death on February 13, 1988.Richard was a member of the Peace Lutheran Church and had served his country in the U.S. Army during World War II in the Pacific Theater. He was awarded the Bronze Star. Richard enjoyed bowling and was a member of the Lutheran Bowling League for many years. He also bowled until recently in the Senior League at Oshkosh Lanes. He served on the Oshkosh Police Dept. for 30 years retiring in 1981. He is survived by his daughter, Debbie (Steve) Dodd of Winneconne, his son, Rick (Julie Campbell) Phillipps of Oshkosh, a brother, Calvin (Arnette) Phillipps of Oshkosh, a sister/in/law, Evelyn Phillipps of Oshkosh, four granddaughters, Amanda, Kayla, Kristin, and Emily, relatives and friends, and his constant companion, Bud. He was also preceded in death by his brother, Harold Phillipps, and a sister, Grace Grunske. His funeral will be Monday December 12, 2005 at 1:00 PM at the Peace Lutheran Church with the Rev. Kathryn Schreitmueller officiating. Burial will be in the Lake View Memorial Park. Family and friends may call at the church on Monday from 10 AM until the time of the service. A memorial has been established.
